Why the IMF Dislikes Ukraine

October 2004 marks a very important month in Ukraine’s political and economic life - primarily in terms of Ukrainian-IMF co-operation. This October is marked by the presidential campaign and a meeting of the IMF Board of Governors to determine whether the Fund will renew the stand-by programme, or whether they will deny Ukraine all support. Why should IMF dislike Ukraine’s declared impetuous economic growth? Answers to this question would be very long and complicated. The fact remains, however, that the history of Ukrainian-IMF relations leaves one faced with more paradoxes than things one can understand. Few are aware that Pavlo Lazarenko’s Cabinet was the biggest recipient of IMF financial aid, and that the reformist Premier Viktor Yushchenko received no money.

Migrant Workers: A Way to Become Market-Economy-Wise?

It is thus, in the hustles and bustles of daily life, we fail to notice how some of our colleagues disappear, or how many fellow Ukrainians leave this country to find jobs and a better living abroad.

How many such migrant Ukrainian workers are there? Experts during numerous employment and social policy roundtables mention anything between 2 and 7 million. Ukrainian Ombudswoman Nina Korpachova has similar statistics, although some media have mentioned 9 million.

“Victory” Injection

The Olympic Games in Athens will be remembered for spectacular athletic attainments, but also for drug tests. In total 3,500 were taken which was a new record, and 23 contenders were found “under the influence” and disqualified. The drug test specimens will be stored for at least eight years which may allow the International Olympic Committee’s medical commission experts time to learn about and possibly detect new taboo agents. The moral is simple; every athlete should be aware that the truth will out. It is apparently possible that during this time span some of the current Olympic champions could find themselves later stripped of their awards. Could this mean that the games to be held in 2008 will turn into a competition for pharmaceutical experts to find new undetectable performance enhancing drugs?

Чому МВФ не любить Україну?

У середині серпня в Україні почався мисливський сезон. Можна взяти рушницю, виїхати на природу і почати полювати на будь-яку пернату живність. Політичний сезон має стартувати 7 вересня. Цього дня депутати зберуться на перше постканікулярне засідання Верховної Ради. А електоральний сезон “полювання” за голосами виборців почався 4 липня і продовжується, незважаючи на відпускний період. 26 кандидатів у президенти (рівно вдвічі більше, ніж на виборах 1999 року) намагаються здобути головний “мисливський трофей” - посаду глави держави.

Локомотив, що вивозить у люди

У круговерті життя ми не помічаємо ні куди діваються колеги, ні того факту, що сьогодні дуже багато наших співгромадян живуть і заробляють гроші поза межами Батьківщини.

А власне - скільки їх, таких от “закордонних” українців? На численних круглих столах з питань трудової зайнятості та соціальної політики фахівці називають таку цифру - від 2 до 7 мільйонів. Аналогічними даними оперує і омбудсмен Ніна Карпачова. А недавно в деяких ділових виданнях називали навіть цифру - 9 мільйонів.

Укол для перемоги

Oлімпійські ігри в Афінах запам’ятаються не тільки феєрверком яскравих перемог і вищих досягнень. На грецьких аренах були побиті всі рекорди, зв’язані з перевірками на допінг: у спортсменів було взято три з половиною тисячі проб, 23 з яких дали позитивний результат. Всі взяті під час Ігор проби зберігатимуться, як мінімум, вісім років. В ідеалі, до тієї пори, коли фахівці Антидопінгового агентства навчаться виявляти нові заборонені речовини, котрі  їм поки що розпізнати не під силу. Мораль цього дійства проста: будь-який спортсмен повинен знати, що правда рано чи пізно вийде назовні. Цілком можлива й така неймовірна ситуація: у 2008 році хтось із нинішніх лауреатів може позбутися своєї медалі. Невже в найближчому майбутньому свята спорту перетворяться на конкурси фахівців фармоіндустрії?
